Privacy setting for custom field with security level setting

Hi Jira manager,
I would like to define & different permission settings by different tickets.

For example, you can see my screenshot below

however, when I use "Cyndi.jira" to check HRPB-235



Could you help me how to set the security level with the custom field(directly assign people who can view it)

Jira does not have field-level security.

The issue-level security is done by looking at the field "security level" or "level", not a custom field (unless you automate some form of "set the level based on a custom field")
