It's actually not possible to do this currently with Jira Cloud. Priority values are available globally within Jira, meaning every project can make use of any of the priorities. There is an existing feature request to change this to be a per project setting over in https://jira.atlassian.com/browse/JRACLOUD-3821
I would recommend voting and watching this for updates. Should this feature change and roll out to Jira Cloud this ticket would be updated with details of that.
