Hi,
I am looking for a solution where I have a case template with a attachment uploaded to the case. The attachment will always be the same file for all cases.
So when creating a new case, then when I choose a specific issue type (e.g. "Task with file") the attachment shall be uploaded to the case either during creating or right after.
Is this possible or should I consider a solution where this specific file is saved on Onedrive or locally on a server?

I have the same question and maybe my use case can bring some light into the need. I have a checklist to be filled in during feasibility, it is not yes/no/options checklist, it is more "what areas in the code is affected by the change" etc. For this I today use an excel file that is filled in separately. I would like to have the file pre-attached to tasks so it is easy accessible for the developers.
Is it not possible to do this in an alternative manner - for example...
...and avoid the need for an Excel file?

Today I have solved it with an smart checklist, but when there are larger impact I would like to have the feasibility filled in a template. As everyone doesn´t have access to internal document systems it would have been easy to have the template attached to the ticket.

Natively, this isn't possible. You'd usually use Automation to set a default field in this manner, or copy it from a template Issue, but attachment isn't an option at present.
It's not an ideal solution either - as you'll end up with lots of attachments that are all exactly the same.
What's the need here? For example...
