Our team has defined a naming system for all new issues. This concerns a lot of people in our organization and unfortunately, it has been little followed so far.
I'd like to pre-set the title of issues with our naming system, so people know how to fill issues in and don't make mistakes.
ex, propose: "[Project Ref number]-[Work package X]-Issue title" in the title field when a new issue is created.
Is it possible? Can someone help me?

Both of these are a bad idea, one makes it hard for people to enter issues, the other destroys data they deliberately put on the issue.
It would be a lot better for all your users to look at why you think you want to do this. The summary field is not intended for classifying issues, it's intended to capture a human summary of the issue.
You've already got the project named in the issue key, and you should probably be putting the work package into a dedicated field so you can make it easily searchable. Is the problem your team are trying to solve simply that they don't know how to search for their issues?

Unfortunately you can't do that in JIRA Cloud (there's a workaround for JIRA Server/Data Center - https://confluence.atlassian.com/jirakb/how-to-set-default-value-for-summary-field-in-jira-800692650.html)
