Plugin Scheduler becomes not runnable after Jira restart

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
We are using custom made Jira plugin, which has a Scheduler set to send email reminder on 25th of each month, but after each Jira system restart the Scheduler becomes not runnable.
Saving Job configurations again works, but after next Jira system restart the problem comes back.
What could be long term solution to this problem?
