Make sure that Extended Project Administration is enabled in your instance.

Go to your project:

Project Settings -> Summary -> Permissions -> Administer Projects

Then Grant the permission

What do you mean by admin access?

Add this user to the Administrator role and this user should have the Administer Project permission. Also you can check in the project permission scheme that the Administrator role is granted the Administer Project permission. If the Administrator role is not granted this permission, then you can grant it.
