Plan and Billing

Hi,

I have 3 users on my JIRA cloud platform and I am not planning to scale at this moment. However the free version restricts user permissions, making change roles etc.. I want to be able to get these functionalities. On the pricing page I thought I read upto 10 users all the functionalities are available at $10/Year. How can I activate this plan,
