Place Custom field under Description Field

related to this question I've the same problem.

I can't get it to work to add a custom field like the standardfield description.

What am I doing wrong?

Welcome to Atlassian Community!
Currently, it's not possible to edit the description area, that's why when we try to drag a custom field it does not show the option to drop it under the description. We have a feature request suggesting the implementation of this ability:
