We have a manager role provided for each project, but they cannot add users without providing the administrator access at the project level. We need to understand what additional access / permissions required to provide to a manager role in Jira to allow them to only add users to their projects.

Hi @Mahesh Kumar CD,
Being able to add users to a project does require administer project permission in that project. Be aware that this is a permissions that only applies to that specific project; it does not allow that user to suddenly administer centrally managed items in Jira, which are still the responsibility of your Jira admin.
In team managed projects, being able to administer a project is indeed more impactful than in company managed projects, as more configuration is specific to the project itself.

No, in a company managed project, they don't @Mahesh Kumar CD. If they are assigned to a role that has administer project permission in that project, that is enough.
To grant users product access (and at that point a Jira Software license), you need user admin rights at a higher level. That may be what you are referring to, but to add licensed users to your project, that is not the case.
