The number of schemes in your instance is one of the factors that affect performance, try to re-use schemes and workflows.
It can become a nightmare when trying to figure out who can do what. By using project roles I have one permission scheme for all projects. I document the permissions so project admins can decide what project roles they want to use.

You can certainly have one permission scheme per project. That is how it is intended to work.
My only advice for schemes is avoid using the default schemes where possible as they may change.
