Permission helper is showing developers do not have permission to resolve issue

I have allowed only administrators to close and resolve the issues, permission helper is showing the same (admins can and developers cannot resolve the issue) but developers are able to resolve the issues from their panel. 

 

Why is permission helper showing wrong information? Can anyone help?

Resolved!! I did not associate the resolve issue permission (using condition in workflow) with workflow transition.
