Paste formatted text Jira not working

Recently (mid-late March) a process we use stopped working, and I can't seem to find the specific update which caused the issue. 

* Team uses a document (excel) as a template to define necessary info for Jira cases. 

* They copy this to Jira 

* It created information blocks w/title and description 

* Now it's just plain text

I'm having trouble with copy/paste too.

If I use "code snippet" it sometimes work.

The group is using the paste for 'info' panels as 'blocks' of text or a template for new work items.  They have been using for quite some time, save us from having to purchase a template app.
