Hello. When I try to open parental task from board it is not clickable and I have to open sub-task and then navigate to parental task through modal window.

Is this a Team Managed project or a Company Managed project? That information will display at the bottom of the panel on the left when you are viewing the board.
Is this a Software project or a Work Management project? If you see navigation options like Board, Issues, Project Settings in the panel on the left then it is a Software project. If you see those options across the top of the screen then it is a Work Management project.
Do you see an option labeled "Group By" above the board on the right? If so, what is the setting for that?
Where exactly are you clicking in the information shown for the parent task?

This is NOT a defect.
If you hover your mouse over the issue type icon (1) then you get the hover help that you see.
If you want to open the pop-up for the parent issue (BEXP-3158) then you need to click on the issue ID itself (2).

I get over help despite the fact that the cursor is not on the icon. In the video, I click on the parental issue with the left mouse button a large number of times. Also with the right mouse button, nothing happens

I do get the hover help when I hover over the issue ID also, but I am still able to click on the issue ID and it pops open a display of that issue in a pop up or the sidebar.
Have you tried another browser?
Have you tried clearing your browser cache?
Do other users have the same problem using the same browser?

Yes, I have. Chrome, Safari and Firefox. I tried clearing the cache and cookies and even tried it in incognito mode. My colleagues also have this problem.

In that case I agree with John that you should contact support.

John didn't say that he contacted support. He recommended that you contact support.
Atlassian support is going to want to access your system to see if they can replicate the issue. John can't give them permission to do that. Only your Jira Administrators can do that.
