We have experienced 3 days of down time concerning our credit card system!! Please contact us and let us know how you are going to resolves this issue. We can’t afford the outage.

As such the Community can’t really help with billing issues. For this you should contact Atlassian Support. Go to support.atlassian.com and click on Contact us.
Atlassian are not a credit card company.
I think you have a credit card company that uses Atlassian for some of their documentation and you have followed a link for help with that system, rather than a link for help with their product?
If you do mean to be talking about Atlassian, we'll need a lot more information - how are you using a credit card with Jira Software for example?
