Our VPN seems to block any thumbnail attachments but does not block the actual link of the attachments. Something in the attachment thumbnail view URL our VPN does not like and it is impossible to get a big corp to resolve.
It would be nice, even if the thumbnail fails, that the link still exist so I can still click on it and view the larger view without having to drop off VPN to get the expanded link associated with the thumbnail.

I've searched similar issues but didn't find anything that could help us.
Just for a better understanding of the issue, is it happening with all types of files?
Have you tested not using the VPN?
Also, can you test using the old view? If you are using a next-gen project, you can disable the new view on Profile picture > Personal settings > Jira labs and then you must open the tickets by going to Issues and Filters > Search issues. On this page, it should show the old view.

When I'm off VPN all works fine.
I have noticed the URL for the thumbnails is very different from the actual link they lead too.
If I copy the destination URL I get from any attachment those work fine if manually put them in my URL bar. On or Off VPN.
The only thing not working in our VPN are the in JIRA ticket attachment thumbnail displays. VPN blocks those URL calls which are different than their destination.
Thus why I was asking that it would be nice if they still linked to the Attachment even if the thumbnail failed.
