We're using the free-version of Jira. The User, who had the admin-role, left the company and so his account wasn't used for some weeks. If i now try to login with that account, i get the message that the account was deactivated by an admin, but we have no second admin-user. How can i get an other user as admin ?

By the time i solved it myself. Found out, that one of my colleges requested a password-reset for the admin-account and as this request was not finished the account was blocked. After requesting a new password i was able to login again.

Glad you got back in! That "blocked" status usually happens when a password reset is started but not finished, triggering a security hold.
For future reference, these are the best practices we recommend when faced with such an issue:
The Rule of Two: Always have at least two Organization Admins.
Offboarding Checklist: Ensure admin rights are transferred before a team member's email is deactivated.
Service Accounts: Consider using a generic email (e.g., admin-atlassian@company.com) as a backup admin.
