The company doesn't have yet any Organization administrator.
The company have no access to Ex Organization administrator' s mail box.
How to do to have new Organization administrator ?

Good day! Welcome to Atlassian Community :)
You would need to create a ticket via https://support.atlassian.com/contact with Atlassian Support. We have few internal checks that needs to be done before adding a new org admin.
However if you are encountering difficulties to create a support ticket, you can share your cloud site URL and I will create a support ticket for you.
