Is there a way to change the value of custom field values so that when I group by that value I can ensure the most important items are always at the top?
For context: Using the timeline view, we group ideas under initiatives. We created a value list field for this since there is no hierarchy and use the group function and it orders by first added at the top. How can we get the highest priority initiatives to rise to the top swimlane group?

I need more information about your scenario and environment.
First you say the group ideas under initiatives, but you use a value list field for that since there is no hierarchy.
Which subscription plan are you using for Jira - Free, Standard, Premium, or Enterprise?
With Free and Standard you get the basic issue hierarchy of
Epic > standard level issues > subtask level issues
But with Premium and Enterprise there is an option to extend the hierarchy upwards above Epics. For example:
Theme > Initiative > Epic > standard level issues > subtask level issues
If you don't have Premium or Enterprise, can you provide more details about how you are grouping "ideas" under "initiatives"? Are those different issue types? Can you show us the details of one of each of those, showing the information that indicates the relationship between them?
Also, with what type of project are you working; Software, Business/Work Management, or Service, and is it Team Managed or Company Managed? You can find that information in the Type column on the View all projects page under the Projects menu.
Can you also show us an example of the Timeline you are viewing?
Generally the ordering of issues in the Timeline will be by Rank. If you have the Premium or Enterprise subscriptions, and if you are looking at the Timeline display for an Advanced Roadmap plan, then you have the option to change the field used for ordering the issues.
If you are looking at the Timeline feature for a Business/Work Management project, there is no option to change the ordering of the issues.
If you are looking at the Timeline feature associated with a Software project agile board, then the ordering of the issues will be based on the ORDER BY clause for the filter on which the board is based. If that filter uses anything other than RANK to order the issue then you won't have the ability in that board to drag and drop issues to reorder them.

The setup I am trying to accomplish is with Ideas in Product discovery. Unfortunately there isn't a hierarchy with ideas. I was able to do some drag and drop on the timeline itself but it doesn't look like I can assign a specific order to the listed field values.
