On Project settings\add people I only have the "Administrators" role to assign. No Member or Viewer roles are available. How do I get the other roles as not all users are administrators?
Your Jira Admin needs to add more roles to Jira based on your company's needs.
Once he/she adds the roles, you assign groups to them. It is a very good practice to assign groups vs individuals. It is a very efficient way to organize your roles in Jira.
