That error code is not really an error code, it's a marker that goes into logs, mails, monitoring and error messages so that Atlassian can group together similar errors happening across potentially many Cloud systems.

It does not tell us, the end users, what the problem is, all we can do is report it to Atlassian as the message says - go to https://support.atlassian.com/contact and report it to them.

If you are on a free or starter system, then support will redirect you back here to the community, because those tiers are not supported.  If that is the case, please let us know here, we can ask Atlassian support to get you added to the list of people reporting the problem and maybe get you a support request raised.
