I need to set up a list of users from the acquired company but their email address has not been converted it yet. Can I create their user account using the existing email address and then update their user account later without having to create two separate JIRA accounts?

The ability to change the e-mail of an Atlassian Account depends if the user is using a managed account or not. Allow me to explain it better:
A Site-admin of a Jira site can only edit the user details (Name, E-mail, etc) of managed accounts, which are the accounts using the verified domain in the site, as explained in the documentation below:
Make changes to a managed user account
That being said, if the new users are under a domain that can not be verified in your site, you will not be able to edit their accounts. In that case, only the users themselves will be able to change it to a new e-mail address.
Independently of who applies the change, once the account is edited to a verified domain it will become a managed account administered by the site-admins.

Thank you for the response! Sounds like I can assign an account to the users under their existing email address and then have them update their own email address which will enable domain verification and turn them into a managed account. I assume this won't affect the user license count, right? Thanks again and I would appreciate your confirmation on the user count/license question!

Regarding your question, the change of the e-mail address to another one will not affect the license count. Basically, the user will keep the same products and licenses as before the e-mail change.
