Offline jira issue manager

I work in a disconnected state. I need to create jira issues while disconnected from the network. 
is there some vscode  plugin or other application that would allow me to create jira issues while disconnected, and later add the issues into jira once connected?

(have found importing from excel or other spreadsheet/csv file to be very arduous)

(Although I know a lot of people who have scripted automations for the same reason)
