Odd formatting (turns to code) when editing a issue ticket

When I click into a ticket description (or comments section), and choose hot keys ctrl + B to turn something bold ... the text changes to *sample text* instead of actually turning bold. It does this for every other formatting key as well with different text that is reflected (ie. italcize turns to _sample text_

It looks like you need to click Visual if you want to see the formatting.

Basically the text view shows "code" for formatting and the text and Visual would show you the actual formatting.

Looking at the screenshot, just click on that box that says "Visual" at the bottom of the description box,
