One of our users receives jira emails when a ticket is created, but not for any replies or mentions. User checked all notification settings under his profile and all are enabled.

Are you working with a Company Managed project or a Team Managed project? It will say at the bottom of the navigation pane on the left.
Has the Notification Helper been used to confirm that Jira is configured to send the user notifications when those events happen?
