The email address linked to my JIRA account was accidently deactivated and has since been reactivated but I am not receiving any email notifications for any of my JIRA work. I've reached out to all parties without any success. Configurations and setting for my account have been compared to team members with the same email setup that aren't having any issues. Can someone please provide direction on how to resolve this problem?
If you go to your profile in Jira (click on your profile photo and then go to Personal Settings), are the following all checked off:
Yes. All had been confirmed as being enabled and the Email address under settings is the correct email address. I had no issues receiving email prior to the email account being deactivated and once the email address was restored no changes were made to my JIRA settings.

Is it possible to have a Jira admin create a new group with only you in the group and then in the System settings click on "Send email" and send it to the newly created group? This can test whether you are receiving emails at all from Jira.
