Our users are not able to assign issues to all other users. Some users show as Active in the Users list, but they do not appear in the "Assignee" drop-down list in an open issue. I've looked at Permission Helper, but that seems to be for issue viewing and not issue assignation.
In Permission Helper you need to select "Assignable User" as the permission to evaluate, to start debugging why a user doesn't come up in the Assignee field.
Thanks for the prompt response. As I mentioned to Nic above, I managed to stumble into exactly what I was looking for: changing a User's role from Viewer to Member.

The permission helper can be useful, but if it's not helping here, I would go back to first principles.
Go into the project and then pop into the administration section. Look for the permission scheme and open that up. There is a line in there that says something like "assignable user" and then gives us the list of roles, users, project-roles, groups and so-on who can be assigned an issue. This is what generates the list of possible assignees, so you'll need to check that your missing users match the rules in there.

@Nic Brough -Adaptavist- Thanks for the rapid reply. I actually found what I needed through my newbie fumbling! I expanded the menu on the Project (Board) page (">" at upper-left), then "Project Settings" > "Access". Once the Users list appeared, I was able to change "Role" to "Member" instead of "Viewer". Now the desired User appears as Assignee when I start typing the particular User's name.

I should have asked if you were looking at a team-managed or company-managed project as well, as I've only answered for company-managed there (it's the same basic idea of granting rights to people, but getting there is very different for team-managed)
