Hi I am not able to open the JIRA dashboard and i tried to reach to TELUS SPOC and they did troubleshoot but it is not rectified.

Community members won't be able to access that link, so it's best to remove the URL from your post for security.
The "green banner" is "Maybe" a custom announcement banner or an access block. Have your site admin check your product access, project permissions, issue security, and SSO group alignment, or try a quick test in an incognito window.
If your internal support finds everything is configured correctly, your admin will need to open a ticket with Atlassian Support and include a HAR file of the failed loading attempt.

Arkadiusz is right. The green banner you are describing is, for me, a strong sign that the user is encountering an Atlassian Access authentication policy redirect, most likely a SAML SSO loop where the user is sent to the identity provider but not returned to Jira correctly.
Does the user have an Atlassian account, or is this a new user? They can end up in a state where SSO is enforced, but the account is not fully provisioned. Your admin can check this at admin.atlassian.com > User management, in the account status column.
