No 'create project' button

Hi, 

I have a question here. I am trying to create new project - with the new name. But it seems that in my dashboard, I do not have the 'Create Project' button.

You do not appear to be an administrator, so you won't have project-create rights.

(Or the other possibility is that your licence is over-used - e.g. you're licenced for 500 users, but your external user management system now has 510 JIRA users in it)
