No connection to the database

I updated my JIRA system from version 8.7 to version 9.8 and it shows me a problem with the database connection. I already checked the dbconfig.xml file and the data is correct, I would like to know if you could help me with this error.

First, isolate the issue base on the info from the message. Usually, it's really those 3 bullet points that culprit of these issues. 

• Are you able to log into the DB from the Server? If not, check your network settings.
• Is there an issue popping up on the DB side? like access or connection issue. If so, check the DB.
• Check the logs if there's any additional insight on the issue. Like additional Error logging. 
• Make sure you have install the DB driver. When you upgrade the original driver could have been removed.
