I am trying to import a backup file created through Jira Cloud's Backup manager as per these instructions: https://support.atlassian.com/jira-cloud-administration/docs/import-issues/
At this step:
To import your backup file:
Choose Settings () > System
Under IMPORT AND EXPORT, select Import Jira Cloud and follow the steps.
I do not have an "Import Jira Cloud" option. The only two options I have are "Backup manager" and "External System Import".
How can I find this option to import a backup file?

The navigation (even on a free plan) should look like this:
If you don't see these options, can you verify you really are on a cloud version of Jira? If so, the url should end with ...atlassian.net. If so, you might need to get in touch with Atlassian support to make sure there's nothing wrong with your site.

I have the same issue, I've created and downloaded a cloud backup zip file but don't want to make my workflow scheme changes to an existing system until I can confidently restore it. This is disappointing.
