Why does the button to close a ticket, read "Closed"?
During my introduction to JIRA, I kept thinking a ticket was closed because, well, it said CLOSED.
Why not "close" instead, indicative of an action rather than a state?
It's a default - some people want the transition names to be the name of the status at the end of it.
Also Jira doesn't have code that could look up and take a good guess at what a user might want to name a transition and status. Close -> Closed is obvious and intuitive to English speakers, but what if your users have status like "fallen" or "penguin"? I can imagine the task is probably just as hard for other languages.
That's a good point - and, something you mentioned raises another question:
"It's a default" - is there, to your knowledge, a configuration item that can be used to alter this? I18n efforts somethings includes a "language set" reference, such that you can choose a language, and your choice determines the captions and language used for screen entities.

Yes, the language packs are all i18n things.
You have to "translate" them though - edit each phrase in turn!
