It's been a while that new users added to the organization are not able to use Jira only because they don't receive invitation email! On the other hand Jira needs them to verify their account but surprisingly even verification email are not being sent too!
According to the atlassian admin's reply to another user, it might be a "bounce",
But this issue is a real headache!

Atlassian Cloud services does operate an email suppression list. We do this so that our email services are not constantly sending email to known bad addresses. So yes, if our systems get a bounced message from a destination mail server, that address can be added to this list in order to prevent our systems from being labeled as spamming by other services.
I have removed all the current suppressions for users on your domain.

Site-admins, billing and technical contacts of non-free plan sites have access to our support team to manage this. End users and site-admins of free sites only have access to support here in Community, where they are still welcome to report this problem.

My organization uses ProofPoint for email spam filtering and it blocked email notifications. Maybe ask your Email admins if those emails are being quarantined?
