I've recently added a column to my kanban board under the category of "in progress" just before "done"/"won"t do.

I'd like to set an action to happen when I drag a ticket to that need column but I can't find it at project settings -> workflows -> actions edit button

All the other columns seems to be there - should I wait till it populates or I'm missing on something ?

Thanks for all help.

Columns are (groups of) status.  With your new column, you need to map a status into it.

Open up your workflow and edit it again, but forget columns, I think you need to add a new status to your workflow, along with at least one transition into it, and at least one transition out.  Then go back to your board and map the new status into the new column.
