New user can not log in

i logged in jira with admin ,and i create some user.

but these user can not log in.

Have you makde sure the users you added are in at least one "can log in" group?

Check Admin -> Global permissions to see what groups are defined for "can log in" - it's usually "jira users" by default, but it can be changed.
