New Windows MFC/C++ Code to submit "issues"

I’m new to JIRA and I’ve been given the task of writing a Windows MFC/C++ application to decipher emails on an email server and submit “issues” into our JIRA database. SO I’m looking for documentation and examples on how to do this.

Could you not simply point Jira at the mailbox and import them that way? I know the processing in Jira off-the-shelf is basic, but it's good enough for many people.
