New Jira site not appearing in Forge app distribution install dropdown despite being site/org admin

I'm unable to install my custom Forge app  via distribution link on a newly created Jira Cloud site, even though I created the site and am confirmed as the org admin. The install flow shows the error: "You aren’t currently an admin of any sites. You’ll need to be an admin of at least one site to install this app."

Hey there @Natsu Dragneel, and welcome to the Atlassian Community! 

Atlassian has a tricky permission set. While you are org admin, you are NOT Jira admin yet! 

If you go to your Jira instance, click on the Settings gear in the top right next to your avatar, and go to System. About 4 links down in "Security" is "Global permissions". Click on that. At the very top is "Administer Jira." That is usually defaulted to two groups: jira-admins and org-admins.

Check that setting first. If that isn't it, I turned the watcher on this thread so, feel free to ping me if this didn't work and we'll try another solution.
