Welcome to the community!
Once you will create a new project there will be a set of pre-configured things will be automatically created with the project like the default Workflow scheme, permission scheme, notification scheme and so on.
If you want to configure your own workflow then the best way is to copy the existing workflow and workflow scheme and make the required changes to workflow and then add the workflow to the copied workflow scheme and then associate the workflow scheme to respective project.
