I'd like to introduce an alternative to what Dirk Ronsmans already suggested.
Our app External Data for Jira Fields is able to fetch data from MySQL, PostgreSQL, MSSQL, Oracle, IBM Db2 as well as Snowflake SQL.
Please note though that we are only able to fetch data from an SQL database, not write to it. In our documentation you can find multiple use cases.

What exactly is your use case to connect your cloud system to a SQL database?
Do you need to load data in to issues ? Do you wish to import something?

Our requirement is very simple where we have to fetch 3 or 4 rows from the database, is there any inbuilt function

No build in function I'm afraid, you'll have to look towards any of the marketplace apps.
