Need to create a new group that can open projects

I am trying to create a new group, or give an existing group, the ability to create new Projects. I can't figure out how to do it. Can someone please help me?

You need to have the JIRA-Administrators permission to create projects.

Yup, you have to be jira-admin or jira-system admin (See global permissions, although I think you're limited in OnDemand), and both those roles have full access to fields, screens, workflows and so-on.
