I am contacting you because our only Jira administrator is temporarily on leave, and we are unable to create new users within the organisation.
I am also unable (or do not know how) to check whether there are any other administrators in our organisation who can create users.
First of all, if there are any other administrators, could you please let me know who they are? I will get in touch with them so they can sort this out or grant me administrator permissions.
And if there are no other admin users, please add me as an admin user. You can verify that I am currently a user in the organisation. And please keep the current administrator, as he will be rejoining us in a few months.

As community users, we cannot see your administrators or grant permissions. If an admin is available internally, they can easily add you via admin.atlassian.com > Directory > Users under the User access or Organization admin roles.
If your site is completely orphaned, you must go through Atlassian Support for their official admin access recovery process.

Contacting them via that channel was my first option, but it tells me it can’t find my company’s URL

Because nobody of you is probably Admin.
I requested assistance for you, but be ready to provide some proof that you are really privileged to have access.
