Two parts to this:

  • We can't write JQL without knowing what it is supposed to find.  How are you telling your Jira issues about the test cases?
  • JQL finds issues.  It has nothing to say about the outputs.  You'll need to find a gadget that can read the results of a JQL filter and do the percentage calculations for you.

Off the shelf, I can't think of a way to do this, the closest I can get is simple issue statistics gadget on the dashboard, grouped by the value of a custom field that contains your yes or no answer for each issue.
