I need help transferring ORG Admin to myself for both JIRA & Confluence. Our previous admin left the team and is no longer available to help. I've seen similar posts and I believe I need to post in here for a support ticket.

Your post tags indicate you are using a free subscription. Is that accurate?
Or is the subscription paid for by somebody?
You can reach out to Atlassian Licensing support for assistance.

They will require proof of ownership of the subscription. If you can provide them with proof they find acceptable then they will assist you.
Otherwise your only option is to work with the former admin. Or export what data you can and import it to new subscriptions.

Since you are on a free plan, you are unlikely to raise a support ticket in this case. The only way to transfer org admin is through any current org admin who is available.
If you can still login, you may consider creating your own site and bring over the tickets to the new site.
