When creating a NEW work item the fields shown (and sequence) vary by Work type in the popup that is now used.
How is this controlled ?
I can only find info regarding the Work Item layout (i.e. after creation) and that does not seem to affect the new popup .....
This is controlled by the Screen associated to that Work Type, the order will also apply based on that screen.
Within a Screen Scheme, you can associate multiple screens to different actions, such as Create, View or Edit.
If you 'Create' layout needs to change, then you can create a screen and associate to the Create action. When you then create a work item under that work type, the screen you've created (and ordered the fields on) will dictate the layout of the popup window.
