I have restricted my user group to only one project.
When they browse projects they can only see the project they are restricted to.
However, when creating an issue, they can still see the full list of all projects in the dropdown. See screenshots below
I have checked all permissions and roles they seem to be restricted correctly.
Is there something I have missed in the permission scheme?
Create Issues under permission scheme is restricted to that group. So I don't understand whey they are seeing all projects on the Create Issue screen, but not on the browse project screen.

Per your description, It seems that your users are not been able to find the projects they are restricted to in the Projects page, however, When they click to create new issues they are able to create issues on these projects, although they are not able to access it once it is created. Can you confirm if this is the scenario you are facing?
Have you used the permission helper to know why your customers are able to create issues in the restricted projects? I think it will point you in the right direction once you do it:
If it does not help, can you please provide us with a detailed explanation of how you configured your permission scheme to restrict your users? Also, Provide us with the results of the Permission helper.
You mentioned that the Create Issues under permission scheme is restricted to a group on the projects they are not able to access. Can you please double check if there are not any other groups/roles added to the Create Issues that the user are added to?
