I have made two different boards recently and there are some items that are showing in the board view that are in the list however, some of the items are not showing. There is one board where the items are not showing in the board view at all. I have asked Rovo, unfiltered, board settings,etc I am at a lost.

What type of space does this concern? Click the ... button next to the Space name in the navigation panel on the left. What do the last two lines in the pop-up say? It will be something like:
Software space
Company-managed
What type of Board are you viewing? Is it a Scrum board with Sprints, or a Kanban board? If it is a Kanban board do you also have the Backlog view enabled?
The List view shows all work items in the Space. Board views will show all work items in the filter being used by the board. The Board filter may select a subset of items from the current project and/or can select items from an entirely different project. Items from an entirely different project would not show in the List view.
If you can provide screen images for each board and the List view, and point out issues that you expect to see but are not seeing, that will help us understand your scenario.
There are a variety of factors that can affect the display of an item on a Board, including the type of Space, the type of Board, enablement of the Backlog, the status of the item, the type of the item, the item's inclusion in a Sprint (for a Scrum board), and so on. When we have more details about your situation we will be able to provide more direct advice about debugging the situation.
Assuming you have custom boards set up for each of these, can you have a look and see how the filter is configured for your board? You can check that by going to Configure Board in the ... menu off to the right:
Once in there, you can check the board query and sub-filter query:
Those filters will control which issues appear on the board. Another place to check is the column configuration to ensure the workflow statuses you're expecting are mapped to the board's columns (Layout -> Columns in Board Configuration).
