Have you tried to recreate this after having cleared your browser cache, in a private browser window, or in a different browser app?
Are you able to check with a colleague to see if they can recreate the same thing in the same environment?
Can you tell us the exact steps to recreate your scenario? Are you trying to create a new item or edit an existing item? Are you clicking the format button and then entering new text, and the text is not getting formatted as you specify? Are you highlighting pre-existing text and clicking the format button?
