You can check the subscription/app status here admin.atlassian.com/billing. You can follow the instructions from the official article, Reactivate a subscription 👈
You need to be org admin to navigate here.
Note that Atlassian does have a maintenance policy for their apps, so sometimes they might seem down/unavailable for a specific period. However, if the app is still unavailable after a couple of hours, that would probably indicate something else is going on.
