Must have i pay for upgrade JIRA with a X.X.X version to a newest Y.Y.Y version?

Possibly.

Your licence has an expiry date. You can upgrade to any version released BEFORE that expiry date. If YYY was released after the expiry date, then yes, you need to pay.
