We are using JIRA 1 site from tenant: https://x-tenant1.atlassian.com/ and we would like to move it to https://y-tenant2.atlassian.com/ both running in Cloud.
Is there any tool to enable this migration?

is this only a URL change or are you merging two Jira instances ?
If you need to change the URL, support can do this : https://support.atlassian.com/contact/
If you need to merge instances, it's a more complex project as you'll need to migrate workflows, issues, projects ... On Jira Cloud I'm not aware of any tool available to do this.

You won't be able to do this with a plugin, you'll need to export all your issues in CSV to import back on your target Jira.

in order to move the issue data from one instance to another, you could also use an issue sync app from the Atlassian Marketplace. These apps let you define rules how you want to sync your issues with some other Jira instance.
You can then decide if you only want to do a migration (one-time sync) or if you have the need to run both sites at the same time.
These apps however only move the issue data, the project configuration data still needs to be migrated manually (or maybe via another app?!).
