Greetings,
We utilized a contract developer to start a software development project for which we now want to transfer ALL of the resources to us (separate account). There are both Jira and Confluence resources that need to be transferred.
Because there are extensive hyperlinks / references between the two resources, we need to figure out a way to transfer these projects (completely intact) to our account.
I have reviewed all of the documentation that is posted, but I cannot seem to find the clear answer to how to do this between different account ownerships.
Can someone please point me in the right direction on how to do this properly?

Welcome to the Atlassian community.
Let us first clarify some terminology.
The Confluence and Jira Cloud products are instances of the products that exist under a Site specified by a URL such as https://my-company.atlassian.net
A Jira instance can have multiple Jira Projects within it.
A Confluence instance can have multiple Confluence Spaces within it.

Do you have Organization Administrator access to your own site and to the contractor's site? Do you have Jira Administration access to the contractor's site? Do you have Confluence Administrator access to the contractor's site? Your level of access is going to impact your migration options.

I am the creator / administrator of our site, but I do not have administrator access to their site.
Do you have Jira Administration access to the contractor's site? Do you have Confluence Administrator access to the contractor's site?
I have access to their Jira and Confluence site(s), but not as an administrator.
I assume that I need to gain Administrator access to their Jira / Confluence resources in order to complete the migration? What if I were to create one of their administrators as an administrator on our sites? Would that work as well for transfer?

This document specifically talks about methods for moving Jira data from one Jira Cloud instance to another.

Atlassian provides a function for directly moving data from one Jira Cloud site to another Jira Cloud site, but it does require that the person executing the process be an Organization Admin for both the source and destination organization/sites.
The other method mentioned in the document is to transfer the data to a self-hosted Jira Data Center instance, and then use JCMA to move it to the destination Jira Cloud instance. Again, a level of admin access to the source Jira instance will be needed to create a backup. And this method requires setting up a Jira Data Center instance where administrative access will also be needed.
The beta release of the Confluence Cloud to Cloud migration functionality also requires that the person executing the procedure be an Organization admin for both the source and destination organizations/sites.
Alternately there is a Space Export/Import process that can be used, which would required Confluence Admin access to the source and destination Confluence instances.
